One thing that's a struggle about living in 400 square feet is the lack of storage- especially with 2 surfboards and a bike to keep around. I was reading Fast Company, and came across an interesting article about sectional studio apartments that they're building in New York to save space. These pre-made apartments are hauled up by a crane and stacked on top of one another.
Overcrowded? Yes. A huge building chalk full of <400 square foot studios means a lot of people in a little space. However, the genius of these is in the storage. Check out that awesome surfboard storage area (images from Fast Company)...
